So do these pads dry out if the unit is used for an hour or two then not again till days later

Thank you for your question regarding the DynaShield® Mosquito Repellent in Moss Green.
The repellent pads are designed to gradually release their active ingredients over time, providing up to 6 hours of protection per pad when the unit is in use. If you use the unit for just an hour or two and then turn it off, the remaining repellent in the pad will still be effective the next time you use it—up to the total of approximately 6 hours of active use.
To help preserve the pad between uses:
Remove the pad from the unit when not in use.
Store it in an airtight bag or small sealed container to help slow down evaporation.

There were no directions so where does the pads go in the machine

The scent pads go in the base of the Dynashield machine. First, you must remove the cover, then insert the scent pad and batteries, and finally replace the cover.
